JOB PURPOSE:

 

The Finance Officer is responsible to develop and maintain appropriate financial, accounting, budgeting and computing procedures within organization’s financial framework to support organization in developing and maintaining efficient financial systems for Children in Cotton project. The FO is responsible to ensure that all aspects of financial management in the project are in compliance with Donors’ and organizational policies/ procedures, and all deadlines and requirements set by donor are met. The FO is also responsible for book-keeping, periodical Donor and Management reporting, internal audit, training of finance team, grants review with programme staff, implementation of financial controls, month end closing & year end closing.

 

KEY RESPONSIBILITIES:

 

  • Ensure confidentiality for all financial matters of the Organization
  • Responsible for maintaining efficient accounting /financial management systems, monitor the use of approved budgets and verify the accounts before handing over to the CEO/ Project Manager.
  • Supervise financial transactions of money received and money spent within the financial policies.
  • Responsible for maintaining (Manual/ Computerized) books of accounts on daily basis
  • Ensure availability of sufficient funds for Project by requesting funds transfer on timely basis
  • Responsible to carry financial correspondence as and when required and/ or requested by the supervisors
  • Preparing bank reconciliation statements on monthly/ periodical basis and ensuring other balance sheet accounts (e.g. staff loans/ staff advances) are kept updated and reconciled
  • Review the bank reconciliation’s for all bank accounts and investigates any errors or long standing reconciling differences.
  • Ensure that proper invoices and receipts are supplied to support the payments
  • Filing of monthly and yearly tax return.
  • Periodic review of existing policy and procedures and strengthening the existing system by defining new tools / procedures
  • Assist the Project Manager and POs in project budgeting and periodical budget review and revisions
  • Follow-ups and correspondence with donor for grants and budgets related issues
  • Respond to CEO, Project Manager and POs’ queries regarding financial matters.
  • Prepare monthly/ periodical financial reports, budget outcome and other monitoring reports for Management to ensure the effective use of project grant.
  • Preparation and submission of periodical financial and budget monitoring reports to Donors
  • Checking of opening balances and forecasting of next month expenditure,   incorporating the actual expenditure of last month.
  • Establish and maintain a system of Internal Audit and Internal Control
  • Ensure proper coding of all vouchers and make necessary amendments in consultation with the budget holders where coding seems inappropriate
  • Prepare the Payroll Input Form and Payroll Control Sheet and payroll distribution
  • Make adjustments and settle all accruals and advances made during the month before account closing
  • Deduct loan repayments from salaries in accordance with repayment schedules.
  • Calculate, withhold and deposit tax on staff payroll, purchases and services wherever applicable
  • Draw up any documentation required for submission to the Tax authorities
  • Sending quarterly forecast to donor (Q1, Q2, Q3, Q4) and filing of documents into relevant files

 

PERSON SPECIFICATION:

 

·MBA(Finance), M. Com, Part qualified C.A / ACMA / ACCA or equal qualification

·Minimum of 05 years of experience preferably of working in Development sector

·Proficient in Ms Excel , MS Word, Outlook, Power point and use of Accounting software

·Strong analytical, interpersonal, communication and networking skills

·Adaptable, can do multitasking and good in time management

·Proactive, persuasive, and ability to work under stress and with dead lines.

·Ability to work independently with a commitment to high quality work.

·Willingness to travel extensively & commitment to work with & for children.

·Discretion and sensitivity in handling information about partner organizations and their work.
