JOB PURPOSE:

The job purpose is to be responsible for overall monitoring & evaluation of the Children in Cotton project (in district Sanghar), impact assessment, evaluation processes and advising the programme staff on technical issues related to the development and application of log frames and related project management tools. The M&E Officer is responsible for situation analysis, monitoring frameworks for the project: this would involve field visits, field reports and in close coordination with the Project Manager and relevant Thematic Project Officers. The M&E Officer would assist CEO and project management team in ensuring that the unified monitoring system for the project is developed and implemented. 

KEY RESPONSIBILITIES:

 

  • To provide monitoring support to the project team in all project components.
  • Responsible for the evaluation of the project and activities and coordinate with project team on any further changes or new initiatives.
  • Develop benchmark standards that are best practices performance measures for any given process or activity and which can be used as yard sticks against which to evaluate the performance measurement.
  • Develop performance indicators to increase emphasis on quantification and targets
  • Promote understanding of evaluation purposes within the organization
  • Review all evaluation reports before their further dissemination
  • Certify that new initiatives are result of planned activities which provide a clear statement of programme goals and objectives, phased programme implementation steps and desired outcome and performance measures.
  • Keep track of all project monitoring and evaluation schedules and works with project staff to design and implement monitoring and evaluation procedures.
  • Adopt top down (linking indicators to objectives) and bottom up (capturing main programme activities) integration process
  • Participate and provide technical input to the monitoring objectives of the organization on a regular basis through meetings
  • Regularly travel and conduct field visits for efficient monitoring
  • Ensure that Programme or outcome evaluation accesses the extent to which planned activities produce the desired outcome among the target population
  • Assist in Carrying out interim evaluations on a regular basis ensuring outputs are shared to those concerns and concrete action plans are devised and followed 
  • Ensure that follow up procedures are in place and are regularly followed
  • Assisting in Organize  monitoring and evaluation trainings and workshops for staff capacity building
  • Monitor and evaluating the efficient and effectiveness of these trainings and make necessary adjustments
  • Prepare evaluation reports that are objective well organized, with results, assumptions, interpretations, strength, weaknesses, limitations and recommendations
  • Disseminate reports in a timely manner to all stake holders so as to encourage support and follow up.
  • To work in coordination with the Project Manager in the preparation of situation analysis, monitoring frameworks and development of different M&E tools for the project.
  • Be involved in the surveys and field visits to the project for the purpose of monitoring and assessment of implementation in coordination with the project team.
  • Assist the relevant project staff in designing and conducting research. This may also include support to field based data collection and subsequent analysis.
  • Compliment the Project Manager and relevant project staff efforts in advocacy and networking by identifying opportunities for undertaking advocacy initiatives at the local level.
  • In case of any emergency or humanitarian situation in project area, providing support to organization by actively participating in assessment and monitoring  visits and related field or office tasks.
  • Train relevant project staff in monitoring of activities and assist them in evaluation.
  • Train relevant project staff in developing reporting and monitoring mechanism.

 

PERSON SPECIFICATION:

 

·         Minimum of 05 years’ senior-level experience in Monitoring and Evaluation in the realm of child rights and social development in child rights perspective.

·         Post graduate degree in social science or similar discipline.

·         Strong analytical, interpersonal, communication and negotiating skills.

·         Broad understanding of Child Rights issues in Pakistan.

·         In-depth and detailed understanding of rights based project monitoring.

·         Proficient in Ms Excel , MS Word, Outlook, Power point etc

·         Ability to undertake research studies and ability to write high quality reports.

·         Adaptable, can do multitasking and good in time management.

·         Proactive, persuasive, and ability to work under stress and with dead lines.

·         Ability to work independently with a commitment to high quality work.

·         Willingness to travel extensively and commitment to work with and for children
